The Hong Kong Global AI Governance Hub advances a vision of comprehensive and responsible AI governance grounded in ethical standards, human-centred values, and transnational cooperation. It seeks to empower the Global Majority by promoting inclusive, equitable, and accessible governance frameworks that move beyond narrowly Western-centric or Sino-centric models. At the same time, the Hub aspires to foster more communicative and constructive engagement amongst China, the United States, and other major stakeholders, emphasising multilateral cooperation over zero-sum competition. To realise this vision, the Hub builds capacity and strategic expertise in AI governance among industry leaders, thinkers, and policymakers across the Global South, with a particular focus on South Asia, Southeast Asia, and West and Central Asia. Through targeted training, policy advising, and collaborative research, it develops practical recommendations that will strengthen Hong Kong’s role as an emerging AI governance hub in Asia, drawing on the city’s unique geopolitical and institutional position. Under the leadership of Dr. Brian Wong, the Hub also convenes leading global AI actors, researchers, and policymakers to deepen dialogue on Sino-US international coordination, while educating wider publics about the risks, opportunities, and complexities of AI governance. In doing so, it aims to support a more resilient, inclusive, and internationally connected AI future for all communities and institutions globally.
